Buncombe County’s residents, especially those living in and at the edge of poverty, have been able to access valuable, life-saving emergency assistance benefits through Eblen Charities. For many years now, Eblen Charities has partnered with Buncombe County Health and Human Services (BCHHS) to administer the Emergency Assistance, Crisis Intervention, and Low Income Energy Assistance programs. Due to an increase in need from our neighbors and challenges with processing benefits between state and partner agency systems, BCHHS transitioned the administration of these programs from Eblen Charities to the County on November 13, 2023.

We recognize that this a change for our community as Eblen Charities has provided this assistance for many years and has been a vital resource for our neighbors in crisis. BCHHS began answering calls and processing online applications on November 13, 2023. Beginning December 1, 2023, with the start of Low Income Energy Assistance application processing, BCHHS will start taking in-person requests at 40 Coxe Ave. in downtown Asheville.

Low Income Energy Assistance provides a one-time annual vendor payment to help eligible families pay their heating expense. Households containing a person age 60 or older or disabled receiving services can apply starting December 1, 2023. All households can apply starting January 1, 2024. Low Income Energy Assistance applications are accepted until March 31, 2024 or until funds are exhausted.

To qualify for the Low Income Energy Assistance Program, households that meet the following criteria may be eligible:

• Have at least one U.S. citizen or non-citizen who meets the eligibility criteria.
• Meet income requirements.
• Be responsible for its heating costs.

The Crisis Intervention Program serves individuals and families who are experiencing or are in danger of experiencing a heating- or cooling-related crisis.

To qualify for the Crisis Intervention Program, households that meet the following criteria may be eligible:

• Have at least one U.S. citizen or non-citizen who meets the eligibility criteria.
• Meet the income requirements.
• Have an energy related crisis.
• Have a utility statement that shows how much is owed to alleviate the crisis.

For those who have previously received Low Income Energy Assistance Program assistance, the North Carolina Department of Health and Human Services will begin notifying eligible households by mail beginning November 19, 2023. Households will have 10 days to report any changes to their household. Applicants can report changes by contacting the BCHHS office or by making changes to the form that was mailed to you and return it to BCHHS, located at 40 Coxe Ave. in Downtown Asheville. If no changes are reported, the information from last year will be used to process this year’s automated Low Income Energy Assistance payment.

If you are interested in applying for these Energy Assistance benefits, you can quickly apply online at www.epass.nc.gov. If you would like to apply over the phone, have general questions about energy assistance, or need to check on the status of your case, please call us at (828) 250-6330. Beginning December 1, 2023, you may also visit us in person at 40 Coxe Ave. in downtown Asheville. Please bring your parking ticket with you inside of the building for free parking.

Buncombe County also will administer Emergency Assistance, which Buncombe County Social Work Services distributes as funds become available to our community. To apply for Emergency Assistance, go online to epass.nc.gov, call Buncombe County at 828-250-6330, or apply in person at 40 Coxe Ave.

BCHHS will continue to partner with Eblen Charities to assist families and individuals in our community during times of crisis and hardship. For more information on the services that are available in our community, visit www.buncombecounty.org/hhs.

Mini-grant applications are available three times during the 2023-2024 school year. You may apply one time during this cycle. Mini-grants must be used within a year after receiving the funding.

The City of Asheville, in partnership with Buncombe County and the Natural Resources Defense Council, is offering a FREE Food Scrap Drop-Off program in two locations for all Buncombe County residents.  This organic matter will be collected and turned into good clean compost, keeping it OUT of our landfill and reducing greenhouse gas emissions.

The Council on Aging for Henderson County (COAHC) wants to make sure all seniors receive a gift this holiday season, and they need your help. For the 25th year, the COAHC will be collecting shoebox gifts filled by community members, then deliver those gifts to Henderson County seniors. Last year they delivered more than 350 boxes to COAHC clients. This year all additional boxes will be donated to clients of Henderson County Department of Social Services Adult Services.
Participants fill a shoe box with small, useful items and gifts, such as hygiene items, gloves, large-print books and puzzles, notepads, calendars, flashlights, and any other small gifts a senior would appreciate. Then bring the wrapped shoebox to the Council on Aging office (105 King Creek Boulevard) during their business hours: Mon-Fri, between 9am and 4pm. Please mark if the box is for a male, female or either. Gift collection ends on Friday, December 8th.
This gift drive is in conjunction with a Meals on Wheels gift drive for requested items from their clients. Participants can choose a client, shop for their requested items, then bring the wrapped gift to the Council on Aging office, where volunteers will distribute the gifts to clients in late December.

Whether you start decorating for the holidays before Thanksgiving or well into December, now is the best time to get into the holiday spirit by sponsoring a gift for kids or adults.

Being an adult without a support network, an adult with a disability, or a kid in foster care can be tough over the holidays; this is a great opportunity to let them know that the community cares for them.

Every year, Buncombe County hosts an Adult Wish Tree and a Foster Care Wish Tree that allows members of the community to sponsor a gift for someone this holiday.

Each year, children in foster care in Buncombe County submit a list of wishes they would like for the holidays.

Adult Wish Tree

When you can’t drive a car or don’t have someone to bring you the things you might need, like a new nightgown or socks, it can be tough. The Adult Wish Tree is a Buncombe County program that works with agencies throughout the county to identify adults and adults with disabilities who don’t have access to a support network to help with these basic needs. The program also identifies young adults in our extended foster care program who will likely not receive a gift this year. Please consider selecting an adult to sponsor this holiday season.

Bargain Hendo Thrift Store will be permanently closing its doors on December 13th.
• WNCSource operates the small thrift store which is located on the corner of King Street
and 2nd Avenue in Hendersonville.
• Bargain Hendo first opened in December of 2020 and was meant to support the programs
and services WNCSource provides in 4 western North Carolina Counties. Unfortunately,
low sales and competition from other local thrift stores has made the store less than
profitable.
• But don’t worry, starting Thursday, November 2nd, Bargain Hendo will be open
Wednesdays through Fridays 10AM to 4PM and Saturdays from 10AM to 2PM with some
incredible bargains and sales to clear the shelves.
• Bargain Hendo’s last day is December 13th

While death is often a taboo topic of conversation, it is inevitable for all of us. A series of award-winning films dealing with end-of-life issues will be shown at Pack Memorial Library on Fridays from October 20 through December 8 from 2:00-5:00 PM. The program is designed to help people better understand and become more comfortable talking about — and perhaps shifting their perspective on — end-of-life experiences.

Each film will be followed by in-depth, thought-provoking, and death-positive discussions moderated by Gail Harris, National Emmy Award-winning journalist for PBS and NPR and former correspondent for ABC News Nightline and World News Tonight. These six exceptional films by new and established filmmakers, animators, and actors about death and dying are entertaining and inspiring. Potential discussion topics will include legacy, the spiritual side of death, alternative ways to die, preparedness, facing fear, and finding courage.

Step into a Hallmark movie with the annual Old-Fashioned Christmas celebration, hosted by the Downtown Merchants Association. Stores, boutiques and galleries stay open extended hours and serve holiday treats, carolers stroll the sidewalks, Santa visits with kids, on the courthouse plaza and carriage rides take place along the serpentine Main Street.

Don’t miss the 4th Annual Ugly Sweater Run 5K and 10K presented by Hunter Subaru! The race is set for Saturday, December 2nd at the Riveter in Fletcher, NC! Ugly Sweaters and holiday cheer are strongly encouraged!

Join iDaph Events for a festive 5K and 10K hosted by the Riveter, the nation’s premier indoor climbing gym, bike park, and wellness arena. The courses start at the Riveter and run along scenic and rural paved and farm roads, and return to the Riveter for even more merriment. There’ll be delicious food, drinks, and refreshments (including adult beverages and coffee), and plenty of activities including a premier bike park and a climbing wall.

The races include something for everyone! A 5k, and a 10k (double loop)! Everyone receives a free, cozy, ugly sweater shirt until the deadline, a Hunter Subaru swag bag, and a finisher Christmas ornament! All levels and abilities are welcome! Run a relaxed pace and take selfies, OR run your heart out and try to get a personal best!

The French Broad River Garden Club’s Annual Holiday Greens Market has been a tradition in Western North Carolina for nearly 100 years. This one-of-a-kind event features unique, handmade goods that are hand-crafted by regional artists – perfect for holiday gift-giving and home decorating. All of the greenery sold at the market has been harvested using accepted conservation principles.

This year, we are excited to host 35 vendors offering a wide variety of items including pottery, paintings and prints, jewelry, turned wood, soaps and botanical oils, blacksmith artistry, hand-crafted nutcrackers, greenery, flowers and bulbs, wreaths, garland, table centerpieces, ornaments, planters, letterpress greeting cards, cutting boards, nuts and jellies, honey, vinegars and dressings, homemade baked goods, and chocolate!

Influenced by the Club’s mission of environmental and horticultural education and practices, the Greens Market fulfills its mission by promoting conservation and sustainable use of natural resources in Western North Carolina. Join us in the Community Room of the Black Mountain Public Library (105 N. Dougherty Street, Black Mountain, NC 28711) from 10-1 on Saturday, December 2 for the Friends of the Black Mountain Library Holiday Book Sale. This sale features a large selection of military books (some fiction but mainly non-fiction), bookish gift baskets, jigsaw puzzles and vintage/collectible books. You’re sure to find some great books for reading and gifting from our selection of fiction, non-fiction, and children’s books. If you’re a member of the Friends of the Black Mountain Library you can enter early and start your shopping at 9:30! And after you’ve shopped till you’ve dropped at the Holiday Book Sale, spend the day in Black Mountain and enjoy the Black Mountain Christmas Parade that starts at 4. The Friends of the Library parade float is sure to put you in the holiday spirit.

TFAC invites all artists: painters, sculptors, writers, performers & more — to a casual weekly drop-in gathering on Saturday mornings at 9 AM to share your works in progress, alert others, and chat about art and what’s happening in your community. The first weekly Coffee is Saturday, August 20 at 9 am. No RSVP needed, just drop by! Free parking available on Melrose Avenue, behind and alongside TFAC.

Kick-off your holiday festivities by celebrating the lighting of our Biltmore Park Christmas tree. Come make memories in our Winter Wonderland, featuring complementary entertainment including, aerial performers, face painting, a fun photobooth, interactive arts & crafts, hot chocolate and cider, and our favorite special guests, Santa Claus and Mrs. Claus, who will be on hand to take pictures with your family from 3-6pm.

The annual Hendersonville Christmas Parade sets the tone for the holiday season. Local organizations and businesses participate in this festive event, which is capped off by a visit from the big man in red himself, Santa Claus! Again this year, enjoy the parade in the evening, festively lit up in holiday spirit with Christmas lights.

Come to Main Street Hendersonville to enjoy the floats and marching bands, and get in on the holiday cheer. This event is hosted by the Hendersonville Merchants and Business Association.

Festival of Lights offers two different experiences for attendees: a drive-thru and a walk-thru. The walk-thru dates will take place on Dec. 2 and Dec. 3 from 6-8 p.m. and the drive-thru will be taking place nightly from Dec. 4 – Dec. 23 from 6-9 p.m.

The walk-thru nights (Dec. 2 and 3) will consist of fun holiday crafts, kettlecorn, hot chocolate and the spectacular light show. Admission to the walk-thru nights is only $5 for adults, and children 16 and under get in free, making it an affordable and joyful outing for families to celebrate the holiday season together. Please note that parking for the walk-thru nights will be available at Charles T. Koontz Intermediate School. This is only a short walk from Lake Julian Park. Cars will not be permitted to enter the park unless they have a need for ADA accessible parking. Guests are encouraged to wear comfortable shoes and to dress warmly.

The drive-thru nights (Dec. 4 – Dec. 23) allow you to stay in the comfort of your own car while oooh-ing and ah-ing at the beautiful lights around Lake Julian Park. As participants drive throughout the park, they can tune into their favorite seasonal music on the radio. Admission is $10 per car for personal vehicles, $25 for sprinter vans, trailblazers, and conversion vans, and $50 for busses and motorcoaches. Purchased tickets will be valid for one-time use on any night of the festival; tickets are not date specific.
