Action Alert: Urge Buncombe County Commissioners to fund essential programs
Sep 28 @ 6:00 pm – 7:30 pm
online
Stand with Pisgah Legal and urge Buncombe County Commissioners
to fund essential programs
We need your help! The staff and Board of Pisgah Legal Services (PLS) urge you to contact Buncombe County commissioners to ask them to provide funding to PLS to help very low-income people recover from the adverse impacts of the pandemic and to improve their lives and the lives of their children.

Background:
Buncombe County Commissioners are making decisions on how to allocate part of the $50 million in federal COVID Recovery Funding provided by the American Relief Plan Act (ARPA). They allocated the initial round of funds in August. You can see their investments as of 8/31/21 here. The Commissioners have indicated that there will be an additional round of “rolling awards” later this year, as well as additional community engagement prior to that award round. In response to the County’s initial request for proposals, Pisgah Legal collaborated with other local nonprofits and submitted applications for funding to support homelessness prevention and protect victims of domestic violence, sexual assault and child abuse.

How to Help
There are two ways to use your voice in support of Pisgah Legal:

  • Attend and speak at one of three upcoming Public Input Sessions hosted by the Commissioners- Details below
  • Email or Call the Commissioners, using the sample script provided below or adapting it to use your own words. Contact info can be found at the bottom of this email.
Attend an Input Session on Funding Priorities
The Buncombe County Board of Commissioners want to hear the community’s thoughts on funding priorities before they vote on the next round of spending in the $50 million American Rescue Plan Act (ARPA) COVID-19 relief. There will be a public input session hosted by County Commissioners for each district. Community members can attend any meeting they choose, regardless of district.

  • Tuesday, September 28 from 6 PM-7:30 PM
Public Input Session for Buncombe County District 2/3 with Live Spanish Interpretation Join the meeting here:  https://us06web.zoom.us/j/86385684082 or the Facebook Event Link
Panelists: Brownie Newman, Robert Pressley, Amanda Edwards
Sample script to email or call Buncombe County Commissioners:
Dear Commissioner,

My name is ________________________ and I live in Buncombe County. I am writing to ask the Buncombe County Commissioners to approve Pisgah Legal’s requests for COVID relief funds to support their vital homelessness prevention and domestic violence prevention programs.

Last year, Pisgah Legal impacted more than 11,000 people in Buncombe County and the need for their services is expected to increase significantly in the coming year.

Pisgah Legal’s Homelessness Prevention Program provides free civil legal assistance to help low-income individuals and families avoid homelessness by preventing unnecessary or unwarranted evictions. Evictions have devastating social and economic ripple effects on individuals and families, especially children as they can disrupt schooling and inflict emotional trauma.

As the eviction moratorium is no longer in effect and the affordable housing crisis worsens, thousands in our community face dislocation and homelessness. Making matters worse, PLS has foundation grants expiring for this work at this unfortunate period. Funding legal services to prevent unnecessary evictions and foreclosures should be a high priority for using American Rescue Plan Act funds.

Pisgah Legal is also requesting assistance from Buncombe County to help bridge the $1.2 million two-year funding gap caused by a loss in Victims of Crime Act funding. This funding cut occurs on October 1, 2021. This funding enables their attorneys to take legal action so that survivors of domestic violence, child abuse, and sexual assault can escape abuse and rebuild their lives. Legal aid is an essential tool in the toolbox of domestic violence prevention as people who cannot afford an attorney suffer greater harm because they have much more difficulty separating their lives from their abusers. According to the United Nations, all types of violence against women and girls, particularly domestic violence, has intensified since the outbreak of COVID-19, a phenomenon called the “Shadow Pandemic.”

Beyond the pandemic, domestic violence and child abuse prevention programs, like Pisgah Legal’s, are critical in interrupting multigenerational trauma and ensuring that the cycle of violence is broken. According to the Urban Child Institute, children witnessing domestic violence carry a lifelong burden that manifests as developmental delays and serious health issues as well as an increased likelihood in living in violent relationships themselves, whether as victims or as perpetrators.

Pisgah Legal provides free legal aid that is key for our community to emerge from the pandemic a stronger and more equitable place for generations to come. I urge you to approve Pisgah Legal’s funding applications.

Commissioners Looking for Public Input on Millions in COVID-19 Relief Funding
Sep 28 @ 6:00 pm – 7:00 pm
online

Before the Buncombe County Board of Commissioners vote on the next round of spending in the $50 million American Rescue Plan Act (ARPA) COVID-19 relief funding, they want to hear the community’s thoughts on prioritizing the funding. There will be a public input session hosted by County Commissioners for each district. Community members can attend any meeting they choose, regardless of district. Additional public comment time during regularly scheduled Commissioners meetings will be allocated for those organizations that have already submitted ARPA applications. Commissioners will also hold a listening session for Buncombe County departments and programs that submitted applications.

On Aug. 31, the Board of Commissioners approved the initial slate of $11.3 million for County investment projects that meet community needs head-on as the first in a series of rounds of COVID Recovery Funding projects will help with short- and long-term goals while addressing ongoing pandemic-related needs across Buncombe County. Commissioners have already reviewed nearly 150 project proposals along with more than 7,600 survey responses from the public.

DAVID: THE FACES OF LOVE
Sep 28 @ 7:00 pm
Diana Wortham Theatre

David: The Faces of Love

A New Musical Presented in Concert

David: the greatest name in the history of Israel! But who was he? From his close friendship with Jonathan and his allegiance to Jonathan’s father, Saul, David’s early joyful years with both become tortured and painful. His marriage to Michal leads to betrayal and murder, and his relationship with Bathsheba is both blissful and tragic.  The final faces of love shared with two of his sons are glorious and shocking, and the Biblical story tells it all.

This epic drama, many years in the making, is written by Fred Northup, an Asheville native and the former Dean of St. Mark’s Cathedral in Seattle.  His musical partner is Drew Banzhoff, a young prodigy currently enrolled at the North Carolina School of the Arts.  Mike Yow is the Director.

From Homelessness to Housing: Joining Together to Build a Better Asheville

It is rare that a city is able to launch a full-length musical of the scope of David.  It is our hope that this musical can be not only a vehicle for the support of the artists and musicians of Asheville, but also a catalyst for increasing awareness of the needs of our homeless people and of the opportunities that are before us to make a difference.

Theatregoers will be given an opportunity at intermission to donate 20% of the cost of their ticket to either Homeward Bound or BeLoved Asheville. We hope that this will be another step in joining together to overcome the scourge of homelessness in our city and country.

Kenny G
Sep 28 @ 7:30 pm
Thomas Wolfe Auditorium

A phenomenally successful instrumentalist whose recordings routinely made the pop, R&B, and jazz charts during the 1980s and ’90s, Kenny G‘s sound became a staple on adult contemporary and smooth jazz radio stations. He’s a fine player with an attractive sound (influenced a bit by Grover Washington, Jr.) who often caresses melodies, putting a lot of emotion into his solos. Because he does not improvise much (sticking mostly to predictable melody statements), his music largely falls outside of jazz. However, because he is listed at the top of “contemporary jazz” charts and is identified with jazz in the minds of the mass public, he is classified as jazz.

Gardening Video: Managing Water in Your Garden
Sep 29 all-day
online

Gardening in the Mountains presents:
Managing Water in Your Garden

James Wade, EMGV

Appropriate planning and forethought can reduce the consequences of too little or too much water in the garden. Garden design and maintenance should consider not only how much water a garden will need, but also when and from what sources. As city and well water becomes increasingly expensive, it is more important than ever to manage water use in our gardens in cost effective and environmentally sustainable ways. This presentation explores the weather conditions of WNC and methods of effective water use for gardeners.

With 14 COVID-Related Deaths Reported Last Week, Indoor Face Covering Requirements Extended through October
Sep 29 all-day
Buncombe County Businesse

Although cases per 100,000 per week decreased to 295 this week from 351 the week prior, COVID cases, rates, and percent positivity remain at high levels. The percent positivity decreased slightly to 8.3% from the mid-9% range for the past month. Hospitalizations remain level but high. Currently 13.4% of inpatient hospital beds are occupied with COVID-19 patients, and 54% of ICU beds are occupied with COVID-19 patients. Last week, there were 14 COVID-19-related deaths reported in Buncombe County.

Because of sustained high transmission levels, Buncombe County Health and Human Services (BCHHS) recommended extending the indoor face covering requirement for indoor public spaces until the end of October. Buncombe County Commissioners voted to extend the requirement through Oct. 29, 2021. Read the entire declaration.

To date, BCHHS has administered almost 100,000 total doses of the COVID-19 vaccine, with about 3,000 of those coming in outreach settings. Currently 65% of the total Buncombe County population is partially vaccinated, and 73 percent of the eligible population is partially vaccinated.

According to recent NC DHHS data, unvaccinated individuals have a risk that is 4 times that of their vaccinated counterparts in becoming ill with COVID-19. Additionally, unvaccinated individuals have a risk of death that is 14 times that of their vaccinated counterparts.

Last week, the FDA recommended COVID-19 Pfizer booster shots for individuals who received Pfizer and are:

  • 65 or older
  • At high risk of severe COVID-19
  • At high risk of occupational exposure

The CDC and ACIP are expected to meet Sept. 22 regarding recommendations. When recommendations are finalized, BCHHS will announce booster vaccine opportunities using its emergency alert program. To enroll, text “BCAlert” to 99411 or click here.

It is also anticipated that Pfizer vaccines for children ages 5-11 will be announced soon.

Currently, $100 incentive cards are still available through the NC DHHS extension while supplies last for eligible individuals (18 years and up) receiving their first dose of vaccine at the Buncombe County Vaccination Clinic. Individuals can visit the Buncombe County Health Department at 40 Coxe Ave., Asheville Monday through Friday, from 9 a.m. until 4 p.m. to receive a vaccination. Individuals can also visit yourspotyourshot.nc.gov to find a vaccination site near you.

If you are experiencing symptoms of COVID-19, get tested and isolate from others while waiting for your test results. Testing locations can be found at Find My Testing Site NC. Beginning Sept. 27, StarMed will offer testing at Harrah’s Event Center.
